You need to go back to your basics. What kind of carburetor does it have?
Does it have a accelerator pump. If it does pull off the air cleaner, and twist the throttle see the spraying gas.
Pull out the spark plugs and see if they smell like gas. Put a little gas in each cylinder put the spark plugs in and see if it will start.
What kind of ignition single fire or dual. Did you switch the plug wires.
Is it firing at all.
Any popping.

Old XLCHs are notorious hard starters. I know, I used to ride them in the old days. I found that the sparkplug gap was the most critical thing. That magneto doesn't put out a lot when you kick the motor over. They need a pretty narrow gap. It's a pretty hot spark at speed. I'd remove the plugs then ground a plug and watch the plug out of the motor to make sure it had a good blue spark when you kick it over.

Good point on the mag northside did not think about that. If he did not gap the plugs they will be way wide.
