A few things to think about. Did the motor have any oil in it? How was the bike running before it was parked for ten years? If the bike was running before it was parked I'd take the carb apart and clean it, change the points and plugs, squirt some oil down the spark plug holes and put some fresh gas in it. Get ready to kick and kick but you might be surprised. If it needs a total rebuild then I would go ahead and tear it down and start from scratch. I'm sure there are lots of good shops on the East coast. Somebody here will be able to help you with that.

If it was a runner before putting up, I wouldn't hesitate to try to fire it up. Do as Terry stated as far as cleaning the carb and jets along with the passages in the carb body. Points adjusted and a few extra spark plugs should have it running. You can then decide what your next move would be.
