If your inside dots are lined up then the marks on the outside ends of your cams will also be lined up if they arent your cams arent in time.

I would never say anything is not possible; gears, or cams could be marked wrong from the factory. However, that is very unlikely and I have never heard of that happening. If the outside timing marks on the cams are not lined up, the inside dots are not lined up.
