Default K&N Air Cleaner

Does the K&N air flow preformance kit really ad 10 to 12 HP?
Next if I drop 250.00 for one Must I have my bike retuned?
I have heard some say you must have the engine retuned and some say no you dont!

Not by itself.
Your motor comes from the factory too lean and needs to be tuned anyway.

Probably not getting 10-12 hp just out of an intake change. Do you have a carb or EFI? There are good intakes at much better prices like the Arlen Ness big sucker which I believe comes with a K&N filter or you can get a SE stage 1 off ebay and add the K&N filter. You'll probably need to make some adjusment on a/f mix but it's hard to say without knowing what you're running right now.

Take original air filter soak in grease making it hard to breathe - dyno. Next put Kand N filter on and dyno. Difference will be 10 or 12 HP

Good thinking, if it were me, I would have duct taped the original.

My bike is EFI 2008 Dyna Wideglide. Its basicly stock other than My V&H slip ons.
Im not out to join the 100HP club,but I would like 10 or 12 more horses and another peoice of chrome to make my bike look cooler.

I don't think you can gain 10-12 with a new intake and a flash on your ecm or even a tuner. A stock 96 puts out about 65 HP. To get where you want to be, I think you'll need the intake, a cam and a tuner which will cost you about $850 (parts only)depending on tuner and whether you use adjustable pushrods or not. If you can do some work yourself, you'll save money and gain some satisfaction. There is a sticky in the softail section on "dyno" numbers which you can look at to see what you need to gain the HP you're looking for. Maybe someone will come up with a better and cheaper solution for you.

Im not willing to break that far into the engine at this time. So I may just put on a new intake and have it tuned.

We will only claim HP numbers for an assembly only when we have the Dyno to back it up.

In your case we list the 63-1125 as adding 10.21 HP @4953 RPM; you can see the full Dyno here: http://www.knfilters.com/dynocharts/63-1125_dyno.pdf

Please note that the Dyno was run on a Bone Stock 2009 Harley Davidson Softtail 96" with no other modifications of any kind. Even though you already have pipes, since the Dyna and Softtail are setup basically the same, (of course every bike is different with how it is ridden, how the engine is maintained, other modifications, current tuner/mapping and where you are located in the world), but I do not see any reason you should not see similar numbers. You may not see the exact same numbers, but they should be very close.

Here is what the Dyno says:
