You say you changed all the fluids... did you store it with gas? If yes, did you replace the gas before you tried starting it? If no, replace the existing gas with some new stuff... Blow out the fuel lines first and then reconnect. Drain the carbs of the old gas too.
Are the carb jets clogged? Dirt/dust or varnish? Break it down... fuel, air, spark. The magneto wouldn't go bad just sitting... spider web maybe? (you can never be completely sure) - check it over again, look a little closer.
Almost sounds like it's starving if it'll only run at full throttle/choked.

I would suspect the carb like the others said.Old gas can damage the parts inside.It will build up a crusty bunch of crap on and in the jets,needle etc.Difficult to remove if real bad.
I would remove the carb (remove all the parts from carb) and submerge it and the jets in a gallon can of Berrymans carb cleaner.After the carb has soaked a couple days spray off with brake/parts cleaner and then blow off with compressed air.Get a gasket kit,needle and seat assy.and manual.
