Sorry my lack of knowledge disappoints you, the manual says 45-60 FT/LBS (page 4-38), I was off by 5 FT/LBS.
I was in disbelief about 12 #'s...are you self conscious?

I put on a set of V&H Ovals today and cranked them down much tighter than 12 foot lbs.

Just now however I went out and looked at the instruction sheet and it does state:

Tighten the two muffler clamps. (Torque Specification 12 ft/lbs.)
so if he doesn't work on bikes much, I could see why he might think that was the correct spec.

If you've never seen the T-clamps that V&H supplies with their Touring exhaust systems, the bolt is pretty small, 1/4" I think. That is why the torque spec is less than for the factory clamp.
