Default To dyno or not to dyno

I just bought a Heritage Softail Classic and I'm going to put Sampson True Duals on it. I'll be replacing the air cleaner as well. I was told by I need to dyno the bike. A different mechanic that has his own shop told me all that needed to be done is some tweaking that he can do with a computer very easily. This is a difference of a race tuner and labor... probably around $750.

Can I get away with not dyno-ing the bike? Any feedback is much appreciated!

You can get away without a dyno, a Stage One download will be sufficient and this may be what your indy tech is referencing. Putting it on a dyno will get you a better tune, but not one that you will notice much difference on a basiclly stock bike.
