Default Bad/"New" fuel, IAC, or What???

I've got a "rough" running problem with my 98 RK Police. It starts and idles fine. Then a few miles down the road, it will sometimes "hiccup" at +/- 2000 rpm (rpms will drop from 2200 to just below 2000 like I let off the throttle, then jump back up). Sometimes the hiccups are isolated, sometimes they will happen several in a row.

Sometimes idle will really slow down at a light and stall. Very rarely, it will cut out while riding.

My first thought after searching the forum was the IAC or bad gas. I have cleaned the IAC a few times. There is no immediate improvement, but it will get better after a few miles and run better for a while.

Last time I cleaned the IAC, I didn't just shoot it with some carb cleaner, but took it apart and cleaned it very well. The bike ran great for 2-3 weeks and I thought I had it solved. Then started again Saturday after a fill-up. Bad gas?

Cleaned IAC again yesterday, filled up and it ran better after a few miles and ran great for the next 80 or so miles. This morning, it started again with the "hiccups" and cut out once when I pulled the clutch to downshift for a stop.

Any help narrowing this cause down would be greatly appreciated.
