Decking the CVO heads will pretty much render them useless to anyone else. Should you ever decide to make a change you will likely be stuck with them particulalry considering that newer SE heads are now available. Sustituing a dome piston and machining the dome to yield the comression you need would be a better alternative if you use the CVO heads.

I have and 03 FLHRSEI2 and I am thinking Dave Mackie Enginmeering TC590 CAMs with headwork to match or Woods 555s or TW-6. I believe the Compression Chamber is 98ccs, which as someone else said be a bit large.
Also the Throttlebody is 45mm which may beed to be bored to 48mm.

My stock 03 FLHRSEI2 with just a SE Stage 1 AC and a pC III RW dynoed at TQ=90.2 and HP=88.5 in 5th Gear.
I am looking for 105/110 to 105/110 or more for my next move,

You tagged on to a thread that is almost two months old. Suggest that you start a new thread if looking for input on your build plan. You will get similar advice, headwork,compression and the right cams and the numbers will follow. 48mm TB is a bit small for where you want to go with higher lift cams and heads with big valves; 50mm should work.
