Default fuel starvation

Hi All,
Got a strange problem and just wondering if anyone has seen something similar.
i have a 2005 flstci and just did cams and pipes and put in a pciii usb.
On the dyno under low power runs it runs nice right up to 6000 or so. as soon as it got to 60% the tuner said he was throwing a lot of fuel at it but he did get it smoothed out. as soon as we went to 80% and got to about 5000 rpm it crashes down sounded like it hit the limiter and it just screamed up lean.
Verified the pciii is set to 6200 for a limit so unless its something really wierd its not that. the problem is if i remove the pciii my limit would be 5200 so it would end up hitting it somewhere around where it does with the pciii and that would be noraml. first pass the dealer told me it was just hitting the limiter! until i explained again that it was at 6200 and i saw the rpm's around there already with no problems.
they tried the pressure test and it seemed ok.
Anyone seen something similar? just don't want to start throwing parts at it.
