The symptoms would indicate sumping and others have provided related causes and how to address them.
I would add that if the engine is sumping, it should also be running hot. Imagine that you are in a pool with water up to your waist and you try to run; that's what's happening in your crankcase. The crank and flywheels are running "under water" robbing power and generating heat.
Something I have learned and have started doing is slipping an oil plug o-ring over the pump nozzle and then the o-ring for the scavenge port. This insures a tight fit at the scavenge port.

When up on the dyno, when a bike is sumping, you will see about 25-30 hp MIA.
It'll "hit", then rapidly drop off at almost a 45* angle.
Witnessed this back in 2000, on a 95" Dyna. We were dumbfounded initally, but found the problem. Have NEVER experienced it since.
Great care is taken in the O-ring area, and pump alignment, as we only want to do this once.
