I have a 02 electra glide that is making a noise on the back rocker arm
I took it to the shope and they said it was the lifters and push rods they replaced all of that but the noise still sounds to me like it's comming from the rocker arm I use Roial Purple oil . any idea if I can change the rocker arm with out removing the motor?
Your rocker arm end play may be excessive, and can be shimmed, IF, that is the root of the noise.
And yes, that can be easily done in the chassis.

First I would try adjusting the pushrods deeper into the lifters. They have a total of .200" travel and often quiet up if the adjustment is set to .150- .160" deep. Next I would try a straight weight oil, next a fossil oil. I like to use 50wt Lucas for best results.
running streight oil in warmer regions is fine but running streight oil lets say 5o wt in regions where at this time of the year might be a bit of a problem when it gets colder.
adjust till the tapping stops and you will be fine.
some time 1/2 turn at a time.

what i mean is as the weather gets colder the thicker the oil will become like molasses in the bike until it heats up.
the starter might have a hard time turning the motor over because lets say 50wt oil at 40 degrees might be a little thick.
now 10w30 might not be. .
yesterday when I took the valve cover off I could not hear any noise coming from the rocker arm. the sound was from the spark plug area when I took the spark wire off the chrome boot cover came off. I think the noise was coming from this chrome peace the whole time.
