Stage 1 ?
I know it involves a high flow air cleaner and a remapping(I have efi),but I do need help deciding on some sort of exhaust modification,1. some said to drill out the existing baffles,2. slip ons(various manufactures)3.aftermarket baffles (Big City),please any ideas will be helpful--- I would like to spend the least amount of money and yet get some results. 2005 Roadking Custom

I did Stage 1 for under 500 bucks. BUT I GOT A CLOSE OUT PIPE!
88 dollars for a big ness sucker(Air cleaner) Ten minutes to install, well 45 for me.
280 for a power commander.
125 for a kerker2 into 1. I imagine you will spend around 400 on pipes. Less then 800 is sweet and you can do the whole install!
Don't let HD sell you their air cleaner 140.00 their pipes- 400.00 their race tuner 460. and pay them to install.

Screaming Eagle Slip-ons run $220 - $260 (H. D. catalogue pps. 538-539) SS Air Cleaner Kit around $140.(p. 522). Then you'll have to have the carb re-adjusted or the EFI computer re-mapped. EFI is $150. I think my local dealer said 1.75 hours of labor to do a 2-1 exhaust and .75 hrs to do the air cleaner. Or I could I could put thm on and they would just do the re-map for $150.00.
Better is a subjective word. I've been told that a 2-1 exhaust system will give you the most Horsepower boost. Harley pipes tend to be quieter than aftermarket. Slip-ons get it breathing better and sounding more like a Harley and are about 1/2 the price (or less) of a complete system.
This is really just the tip of the iceberg. It depends on what you're really after and how much coin you want to spend. Do you want sound, looks, performance? Just don't try to get by w/ just the mufflers or slip-ons. Do something about the air intake and carb or EFI at the same time. Listen to other bikes and talk to others until the mix you're looking for steps up and reaches into your heart and wallet.
