Default s&s e carb jetting

I have 14 miles on a new shovelhead build, 96 ci truett and osborn torquemonster , andrews b cam and s&s e carb. No matter what intermediate jet I put in I have to turn the adjustment screw out 2 1/2 turns to get it to idle. What could cause this. I did a pressure test on the intake and it isn't leaing and I used halimar on the fiber spacer to make sure its not leaking where I put the 2 bolts in that hold the carb to the manifold. It appears that the only way the motor will get enough gas to idle is to open up the adjuster all the way. What would cause the motor to not suck fuel at idle in enough quanitity that I don't have to turn the screw out 2 1/2 turns? I don't think its a vacuum leaks so i guess some where some place there is a restriction in the carb that's making very little gas go through that intermediate jet. The adjustment needle looked ok. It long and pointed and doesn;t appear to be broken off. Anybody got any suggestions??
