Default plug fouling

my bro got a 99 xl1200c with an s&s carb. the problem is that it wont stop fouling plugs , even just letting it idle to adjust the damn thing it fouls the plugs. when you give it gas about half throttle it cuts out , misfires, and backfires. it had some bad gas in it over the winter and was run with it, but i cleaned the carb and lines out. any suggestions on what this could be(i know its running too rich, just cant seem to get it right)???? also what heat range and gap is recommended for the spark plugs in this bike, also what kind of plugs are you guys running???? thank you in advance!

come on guys nobody has any idea! im gonna take the carb off and clean it out real good but thats all i can think of doing. anyone?
