They recommend snap-ring pliers but good luck with that. Mine had no provisions for a snap-ring pliers.
I used two vise-grips clamped near the opening of the retaining clip and carefully pulled them straight out. Getting them off the old pipes was easier...on the new a little tougher. Probably trying too hard to not scratch the new headers.

Pair of pliers , grab one end and twist off. To put it on, hold the clip flat on top and use your pliers to twist it down past the stop. Then just gently tap the rest of the ring down onto the seat. I put masking tape around the pipe first to keep it from getting scratched from the flange ...
