Not factory. I'd trace the wires and see what color wire they splice into. That could be a hint as to what it is.

Have a loan on it? Looks like the the device the small lots that take payments put on cars to disable them. I spend 4 hours checking someone's car that was disabled because they had not paid their car payment. They didn't pay me either.
