Ok I can see that but wouldn't that mean that the chain doesn't fit all the way into the valleys of the sprockets when it is hot?

Actually your answer makes more sense than the primary is expanding..

The expansion of the case is why the primary chain gets tight.
Now, if the cam chain on an Evo gets tight, it must be removed and soaked in Seafoam, and then discarded....
