Default Heritage bags

Anyone know what these loops are for on heritage bags, on the front of each bag is a loop that is covered by the lid when the bags are closed? They are standard bags off 1999 Heritage Softail.

I'm not sure what the intended use was but a friend of mine hung his front end lock in it.

I've owned my 1999 since it was new and always wondered what they were for...

I realize this is a way old thread, but I have these same bags and haven't found an anwer to the OP's question. Anyone?

If you had read it you would have found that our best guess is to hold the lock for front end.
BTW if you want smarmy I can do it but I try very hard not to.
