i have 9.9-10 volts before i push the switch and 12.5 when the switch is pushed

Ok that is good.
Now unplug both ends of the green wire, check connections, and do a continuity check.

87 is the wire to the solenoid.
Just for fun also check that pin 86 has a good ground (continuity check).

i put the meter on 200 ohms and got 00.1

i have nothing for the 86 to ground. cant find the end of the wire though

Just go from the negative battery post to pin 86.

i did and got nothing. i think i am going to unplug that pin and run it to the battery
