Harley B lifters are the modern Evo lifters that are reliable as it gets, the expensive ones are Screamin Eagles which are just badged Jim's big axle's and overpriced.

Old-Evo, if your not comfortable then you made a good choice but keep one thing in mind is the Evo section will always help spend your money.

You made the right move! You could start building a tool collection over time and do any extensive repairs yourself. I got at least $5K invested in special tools. Still need a few more!! There's a wealth of knowledge within this forum and we are happy to offer any advice needed!

My opinion is basic head cleanup along with surfacing the head area, hone the cylinders and bump the compression up along with the cam. Doing the work yourself, saving coin in other areas and some patience will keep you from thinking "why didn't I do that when I had it apart" more opinions to come
This leads me to another question that i just thought of. If I increase my compression will it force me to only use higher octane fuels. In other words will a higher compression bike "ping" using 87 or 89 octane fuel?

To get into the area past 89 octane will need the pistons replaced or heads milled down a bunch. A EV-13 is a compression builder because of it's early intake closing and a .030 head gasket will raise the compresson slightly but the stock 8.5-1 is far from problems with the mods listed.

9.5-1 is a good number with a bagger cam and 9.8-1 has ***** and SAFE with a bagger cam but 9.8-1 is putting gas under 92 with a bagger fully loaded to the test, bump up the intake closing and duration of midrange cams and these compressions are ordinary and lower octane gas can come back into play.
