I jetted it with the stock cam and stock exhaust with a 1" hole punched through the mufflers, stock 80 cubic inches, Screaming Eagle ignition, polished and cleaned up S&S intake, K&N filter element. I have an EV1 cam and a 2008 Twinkie dresser exhaust with holes cut through now, but didn't have to rejet after changing either the cam or the exhaust out.

what state do you live in high elevation

That sounds about right. So, your intermediate jet at 31 was good but it seemed like the bike was still running rich. Hmmmm. Do you have a Super E manual? You can look at or download one from the S&S website. Take your time and follow what it says and think about your symptoms.
I hesitate to advise you any more because our suggestions are all over the map. I chalk it up to different bike setups and geographical locations etc. I'm running an EV 13, at around '1000.

Clay-Forgot to ask if you are sure ya got the ejector nozzle (little blue) o-ring installed correctly. Easy to lose....

Yes it was missing when I took the carb apart the first time. I rejetted it last night with 70main and 28int. Replaced the vac petcock with a high flow. Runs like a champ. Thanks everyone for the help.
