With an S&S "E", turn the accelerator pump adj screw all the way in to turn off the pump. It's impossible to dial in an S&S "E" with the accelerator pump spraying fuel into the carb throat.
Make sure your VOES is working with no vacuum leaks. If it is not switching to the advanced mode it will be slugish. Would not hurt to check the timing also.
pretty sure my voes is working. when its not my bike starts right up but will idle really low, nice sounding idle but way to low. i have a bdl open belt and have meant to mark the front pulley so i could use it to set my timing. also know theres two ways of setting it, static timing, just cranking it over and setting it, and running it above 1500 rpm and setting the advance. guess thats why theres two marks on the flywheel, TDC and advance.
just wonder if any one sees a problem in using the bdl front pulley to set timing. i lined up the TDC mark and the advance on the flywheel in the inspection hole and marked the front pulley, also a mark on the inner primary. i dont see where the front pulley would be so loose as to be off once started. just a thought, and figure in the future i could check it pretty easy.
im going to check advance. set the idle at 1500 rpm and see where its at then go from there. i have a timing light with the dial on it. where ever its at ive been running it there for years without any problems. from what ive read 32 - 35 degrees seems good for a low compression engine.
