To me the plugs look a tad lean. I say up pilot jet to
45 then 2 turns out on mix screw.

If it's fuel starved due to crap in the system or an extra filter and it's running rough at low speeds I would think it would be worse at higher speeds when more fuel was required.

Also an intake leak can show up on the plug that's in the head that has the leak. Eg you would see one plug reading differently to the other.
I can't see your plug pics as work has me blocked from pics, but grey/greyish white is the "old tan" we used to see. Newer fuels don't color plugs like they used to.

I have also seen cam/exhaust combinations that just will not run steady at lowish/mid speeds but run fine at idle, high speed and WFO.

If it were me I'd clean the tank and wire mesh OEM screen, get a carb rebuild kit and then as others suggested adjust your air/idle screw and then finally change the pilot jet to the next greater size if it still runs poorly.

Are you sure the bike is stock? (at least you have some things to think about/check into).

ADDED: Congrats on your low mileage find!

I set my fuel screw to where I want it by ear and then let her idle for a while and then pull the throttle on and if it hicks i screw the fuel scew out a quarter at a time till the hick goes away.
My Evo's throttle snap is instant all me mates can't believe how sharp she is on the throttle.
This works for me.
HTH.
