On almost every carburetor I've seen there's a return spring in case your throttle cable breaks. It's there to return the carb to idle in just such a case. Something is seriously wrong somewhere as there is simply no mechanical independent action that will snap a carburetor to WOT. The only thing I can think of is you have the throttle cable on the idle cable side of the carb plus you wrapped the handlebar side the wrong way. But that sounds almost impossible.
Try this: Undo the cable completely from the carburetor and start the bike. Throttle the motor using only your hand on the carburetor cable fitting. If it doesn't replicate the problem the issue is in your throttle, throttle sleeve, or the way the cable is routed. Are you sure turning the handlebars isn't the problem, I mean is the throttle cable long enough?

Does that carb have a slide like the CV carb? Sounds like maybe high vacuum at the vacuum chamber pulling the slide and needle up to wide open, independent of throttle position. Just a thought. That is the only thing I can think of that would only do it while running and be independent on throttle position. Is it possible you left the spring out above the vacuum piston? I think this might cause your problem.

Just wanted to report back that the issue has been resolved. I took the bike to Skips Custom Cycle in Winchester VA for a dyno tune and told them about the stuck throttle issue. They ended up replacing the float bowl and changing out one of the needles. There were no issues with the cables. The bike is running great now. Thanks to all for offering advice.

I am having a similiar problem with my s& s e. my carb would idle alittle higher when she gets warmed up at idle. When I put it in gear and play with the throttle idle drops. When I am in neutral and give a little gas the idle does not come back down only when I put it in gear and play with the throttle and drive she will come down Checked all cables for binding check the return spring.Everything looks good any help Thanks
