With a 3.17:1 top gear ratio, the engine is pulling 23.8mph per 1,000 rpm and with a 3.37:1 it is 22.2mph per 1,000rpm.
I reckon to drive away in top from 2,000 rpm with ease, below that it needs a more gentle hand. So 45mph is about the lowest I would change into top, unless I was taking things really easy.
