Default 2000 FXR4 Evo Engines: Were these Leftovers?

Curious about the 2000 FXR4. The Evo engine it came with, were these leftover engines from pre-2000 or were these real-time 2000 production Evolution engines?

The thing is...These were CVO's...Could have been either...Or Both.. Who's to Know...and...most important.. Does it Matter??
Kinda like "were 1985 4-speed Shovel FLH's Left over???" Sort of...But, they were Contracted...so.... Matters Not.

My understanding, and I may be wrong, softails didn't go TC until they went balanced. So I don't think leftover. They are ridgid mount, where as dyna and touring are not.
