oil tank question new engine

oil tank question new engine
I inherited this bike and got it temporarily wired and plumbed.
The oil tank has 3 ports ....feed on bottom and return and vent on top. There are no tubes. I fill the tank through the return fitting.
I want to be sure that this is correct. In the back of my mind something tells me that the tank has to vent to atmosphere. Is the vent coming to the tank venting to atmosphere through the carb vents. I am not a Harley guy.
I get 20 lbs. of oil pressure at idle.
This a brand new Harley crate engine.
I broke in the engine per S&S break in procedure.

Top breather, so may want to look into something like this, so you can plumb the breathers via hose to dump to the grounds, not down the side of the jugs instead.
Other option is just filtered plugs, but will still be in same problem of oil out breather running down side of jugs,
Note, bottom breather(off of engine case) shows in below photo,
