Can I remove this bolt?

Default Can I remove this bolt?
Down on the left side behind the passenger foot plate is an inspection sticker plate. The bolt going thru it I cant tell what it's for, can I remove it so I can relocate that plate without causing trouble?

IT DID!!!! But as soon as I put the bolt back in, it re-assembled itself, and my face.
