front fork axle retainer studs

Default front fork axle retainer studs

New guy here. Ive only posted once before so bear with me. I have a 1998 softail heritage that I took the front wheel off and sent out to be re-chromed. Got it back and proceeded to reinstall and the stud that holds the axle retainer broke off. I was able to remove it and the other one got a couple new ones. My question is do you put lock tight on the studs when installing them back into the fork? I have the torque specs for the studs 13ftlb for plated and 17 ftlb for not plated and 55ftlb for the axle nut.
