39mm fork rebuild problems

Any thing else and the bolt just spins in place without loosening.

You do still have the fork caps and springs installed; right? If not, do so or use the proper tool to hold the damper rod from spinning. In a pinch a broom handle will work. If the ratchet and M6 hex bit won't break it loose it is indeed time for an impact. Mine is electric (corded) and it gets the job done if I have trouble. One note, I never use long ball end bits on fork legs, square end only and of good quality. The ball end usually mauls the head a little. Also, cheap hex bits, especially long ones, don't impart all the torque to the fastener. I use Snap On but there are other good brands out there.

I do know the battery operated ones don't have enough torque to get the bolt free, at least mine doesn't. 20v Dewalt.
As for the ball end mauling the head a little when I tried one it stripped the head immediately. Then I had no choice but to drill it out.
