I have never seen 165 on any motor I have checked the compression on...this chart is supposed to be close...my stock evo does about 110.
Doesn't work like that, cranking psi depends on the static compression ratio and camshaft intake valve closing #

Also the throttle needs to be at WOT, and the slide raised if it's a CV, and a fully charged battery.

Bone stock EVO should be in the 150psi range.

Bobbed, if it's hitting on one cylinder and you have spark on both, it shouldn't be a cam sensor plate timing adjustment issue, could still be an ignition problem,
simple stuff first, did you try to swap spark plugs front to rear?

maybe check for vacuum leak at intake and carb seals.

Can you turn the pushrods by hand on each cylinder when at TDC?

My stock Evo had 150 psi (hot, throttle wide open) when new and 145 psi with 110,000 miles on it.

im going to try swapping plugs and wires tomorrow, didn't get a chance to get around to it today. As for pushrods I have to reinstall them, I took them out when I was Triple checking the cam timing.

Update: pulled the plugs and switched them. No resolve, did a leakdown test and passed. Then checked the valves which are both opening. 1st cy kinder still acting like it's missing

Did you also swap the plug wires around? That's one thing with the dual fire, you can have then either way.

Make the swap at the coil end.

How about the intake manifold?

155/150 on my compression. Pretty happy with it. Runs like a top.
