Stop buying parts...

Systematic troubleshooting is the only good way to isolate the problem and fix it.

Where are you measuring the voltage when you crank the starter, at the battery posts, or at the battery cable terminals?

Have you checked the voltage at the starter itself when it won't turn? Have you tried tapping the starter when it won't turn?

Alot of folks will check as you have but seem to forget cking the end of the neg. cable at the motor/frame. There are times this connection is kinda hidden and not easily ck'd
