The scooter doesn't sound like its charging, so you need to make sure its putting out more than battery voltage which is 12.4 volts, when running not sure on your scooter but most 12volt systems will charge at around 13.8 volts, if you just have battery voltage, check the fuses, wiring, stator and voltage regulator, I would also have your battery tested, if you have been running round on just the battery there is a good chance thats bad also
