Well that suxs Try this Connect a volt /ohm meter (black lead) to the Neg side of the battery. Then connect the red lead to the ground wire for the turn sig AT the bulb socket. Meter set to read Ohms. You should get a reading on the meter, hopefully less than 1 ohms resistance. Fire up the bike , run the RPM up to the rpm you mentioned that the problem makes itself shown.
If the reading on the meter goes up high (like 2-3-4 ohms) or as I think it might show OL (out of limits). Thats telling you the wire (circuit) is going Open or no connection. Thats gonna be something to fix right off.

Each bulb has it`s own ground.
Check to see if the Horn is doing the same thing as the signals, it is on the same circuit.
This may help eliminate some of the wiring that needs to be checked.
It sure sounds as if a circuit is going open as the vibration increases (although we know that Softails don`t vibrate).
