Wow KP, that sucks...didn't Mreynolds have a thread awhile ago here where his was broken off? I think he used a James repair ring to fix his, But that leads me to question why it broke on two bikes, one pulling the transmission loose and one with a vibration issue, something stressing the primary too much causing either or both problems....sorry no answer to problem but I think that repair kit is about $30.00, those who have used one would you break the rest off, so it doesn't fall into primary?

Don't put silicone under the bolt heads!!!!! just the mating surface...silicone is very, very good at sealing and 99.999% of people use about 10 times as much as you actually need....I have lost count of the pointless hours I have spent dragging silicone out of those two bolt holes so I can get the bolts to go back in properly.
Also, if it's under the bolt heads they won't snug up and do their job of holding things together and then the silicone degrades in the oil and potentially you lose tension on the parts they are holding.
Silicone should be used sparingly, tiny bead on a mating surface is sufficient, if it gets into bolt holes or threads it does bad things like splitting the thread boss apart.
A tube of silicone should last you about 1,000 years if used correctly on a Harley....

It's very common on Evo Big Twins, JB weld it up so it doesn't leak.
You can sometimes prevent it by loosening the tranny while you bolt up the inner primary but nobody ever does that...except perhaps Johnjzjz! and sometimes me...

Primary leak?
It's been down a week and I was out there so made the bad decision of putting a tiny amount of ultra black on the oring before putting it on the lip hoping that would get into the crack when the primary got torqued down
Would there be any benefit to loosening the two trans to engine mounts now then retorquing? To relieve any stress that may be on the ring. It seemed to seal up straight I didn't notice anything not aligned but not sure I would notice that regardless you can't really see the surface. Since its towards the top of the primary I'm thinking it might not leak? Thoughts?
On a positive note the primary looks much better without that shift shaft sticking out and I'm 100% certain I installed the ipb seal correctly this time. I have a feeling this wasn't my last time with the inner off if that lip starts leaking.
