Need some insight on sputtering and coughing at wot
Ok so here's my issue 1990 electra glide classic. Runs great when it wants to. Sometimes when it's cold it will spit sputter fall on its face for several miles then recover and run great sometimes when it's cold she won't he a single issue. Now when you crack the throttle all the way it will spit sputter fall on its face act like it runs out of gas and take several miles to recover as it will stall out several times run like crap. Now if you don't wot it won't have a single issue. Stock cv keihin carb

Not sure if it's fuel or ignition from your explanation, but leaning towards fuel.
If it's a fuel delivery problem, a few things to check,
crack the fuel cap open in case of a vent problem,
drain the carb bowl in case of water,
replace fuel hose if it's old, while the hose is off, drain tank and check petcock screen, and replace the crossover hose.
Drop carb bowl and see what's in there, clean bowl and blow out jets if not gummed up.

I'm leaning toward low float level seeing as that was last thing that was touched. Seeing as your going to pull carb for float level you might want to pull the jets and give the entire carb a carb cleaning, proper way would be to give it a rebuild kit and soak disassembled carb over nite in some carb cleaner. Also check for manifold leak.Job complete.
