Your carb (the one on the left) is correct as is with the hole plugged. The one on the right had someone screw with it and take the plug out. The plug needs to be in. Remove the enrichner, then take some good carb cleaner and spray it into the opening. Blow some compressed air into the opening and repeat several times until you are sure that it is clear. Now reassemble it and try again. What jets are in the carb???? The plastic thing is where the enrichner cable goes along with a spring and the brass erichner plunger.

I believe you need to have a certain number of posts before you can UL pictures. I forget the exact amount, maybe 25.

Do not remove the plug inside of the float bowl!!!!!!!! It is there to plug up a hole that was drilled during manufacturing and needs to stay plugged!!!! If you do, you can then remove the carb from the engine and throw the carb away!!!! Also try adjusting the idle mixture by GENTLY turning the screw in until it just bottoms out. Now turn it out 2-2 1/2 turns, this will get you started. Hope this helps. What jets are you running, and does your fuel have ethanol in it yet????

The picture on the left n your post shows the enrichener circuit plugged. I do not know why maybe they enjoyed starting with their wrist maybe it was from a drag bike. It is not right.

I just went out to the shop and snapped a good picture from a cv I know is good.
