Default Are all oil pumps created equal

Need a little help on this one. 99 wide glide with 88 tc. Changing out cam chain tensioners and was inspecting oil pump for any wear. Removed parts in order of first, thin feed gear, thick(maybe 1/8 inch) washer, and thick return gear. With these installed in pump everything was flush with the pump housing. The manual shows two washers and a wave washer. No way that would fit and still be flush with pump housing. Don't know. Maybe PO upgraded pump gears or something is missing. Always had good oil pressure. Any ideas on this would be appreciated. Thanks

Those very early pumps were like that, from what we've seen.
