It's possible that the IAC is not functioning properly. Can you hear it cycle on ignition on? You say the throttle blade closes all the way.. Maybe not.. IIRC it's only about 0.004 clearance between it the blade and the body. I really don't know how the PV implement idle settings but IAC stepper calibration could be off. With the air cleaner off, cover the IAC hole and see what the motor does.. It should die..

Well shoot. The last thing you want when doing a build is problems, but they come with the territory. High idle I doubt it's the tune as well. When I put mine together it idled a little high until the tune was good but it ran rough more than anything. Take a look at the TB when you can. Too bad we don't live closer we must think alike (From Sunday):

Throttle body to intake seal was definitely not solid. I know plenty of people use the SE 58mm setup with no issues, but I think its a crap design. I'd much prefer something that bolts together. Fought it a bit but got it to the point I'm convinced its sealed.
Hit the start button and it fired right up. Still idles higher than I'd want, but I found that if I covered about 1/2 the IAC opening with my finger I could keep it around 1200 RPM. I ran it like that until the PV showed 100deg and shut it off. I'll recheck everything over then I'll throw it on a trailer and take it to get tuned.

Thinking more about the higher than desired idle... I did confirm that the IAC is doing something. I can hear it as well as feel it with my fingertip when cycling the ignition. I verified that before I removed the throttle body, and just double checked it. It occurred to me that the check engine light came on when it was running but in the excitement I didn't think to check it until now. I've got a P0123 code, indicating throttle position sensor high/open. I'm a couple beers in at this point, so I'm not about to do any serious investigations, but I'll have to dig into this a bit further. Not sure if it was something I caused, or if this is what's causing the high idle.
