Blooming right I would. A stock engine is built and supplied with an expectation of life ...and I think the sale of goods act over here would argue strongly that having to rebuild or replace after only 16K miles falls woefully short of what anyone should expect of it.
But it would depend on the cause of the failure. Not having any oil in it would be your problem and there is the "if you modify the engine" then all bets may be off.
I'd certainly start with what the hell went wrong. I doubt the MoCo would be impressed with one of their engines failing in such a short time. The engine is not exactly what you may call a "consumable" item

Well $1200.00 sounds like a good deal on a complete assy ( verified, of course? ) As far as labor, what better to person to ask then the man/shop that has it torn down already. It looks like he's getting @ $65.00 an hour which is reasonable.
