Andrews 48's or Cyclerama .570 will do exactly what you are looking for.

TMan 555tqster is a great bolt in cam. 95-100hp and 110-115tq depending on compression of heads.

Its got just stage 1 now with PV tune...only had slipons when I got it..dont plan on doing any more to it than cam related, cam ,adjustables, torringtons and maybe better lifters. This was a garage queen...only 650 miles on it. Just got it last week.

Andrews 54h would be a good choice also. Excellent all around power, but still quiet valve train. Of course for pure low end grunt, s&s 551s are hard ro beat.

I'd lean more to what Scott suggested, the 48's have plenty of low end and not sure but probably cheaper than the Cyclerama also.
