Why not bore your cylinders to 103"? Or, have you considered the new 110" drop in cylinder/piston kit? More displacement, less work and probably cheaper than the cost of a 103" motor.

If I was going to build up the 07 the first think I would do would be check the crank runout. I fee like 07 was a bad year for cranks, but I could be wrong.

'07 was the first year the MoCo outsourced the crank manufacture off shore and changed the runout spec for warranty purposes from .003" to .012". There were some quality issues the first year and there were some issues with '07 cranks at a higher incidence than later years as the quality bugs were worked out. So, the OPs crank runout is what it is and certainly worth checking, particularly if the OP is considering gear driven cams. However, there are plenty of '07 owners running performance motors with no issues.

Sounds like a great opportunity to me to pull the lower unit, have the crank serviced by Hoban Brothers (AKA Darkhorse), case bore for 4.125" cylinders and build a 117" motor. Don't know how much the 103 will cost but I would think comparison to building a 117"er would be worth a look.

Well looking around the web, it seems I can get a fairly low miles unit from $2000 all the way to $4000 for a brand new take out.....from what I can gather I will spend around $5000 to get my bottom end addressed and a 107 or 117 kit I installed. Dropping in a fairly new 103 would be easy and wouldn't give me much downtime. I am not looking a tire shredder, I just was a reliable power plant with a little more Ooomph than what I have

Well Kirby, in all honesty and fairness, I haven't got any finalized quotes but it looks like it was going to be between $3800-$5200 depending how many cubic inches I would pick. I an cautiously optimistic I can do what I need fir a mild build on the lower end of that price.
