Bad Lifter?

Bad Lifter?
I did a cam/cam plate upgrade with Gaterman 1023 lifters on my 02 Heritage earlier this year. No problems.
I took a ride a couple of weeks ago and noticed some slight valve train clatter at higher rpm.
I wanted to have a look and then re-adjust my Push Rods. But, I noticed that the rear cylinder exhaust push rod was adjusting too far out. After further investigation, I realize that I can push down on the push rod and collapse the lifter spring. Like the spring is worn out. I know they pump up, but the spring is soft.
This can't be right. Can it? These lifters only have a couple thousand miles on them.
Is it a bad Lifter? Can I replace just 1 lifter? the other 3 seem OK. Or Do I need to replace to set?
