Default Volt meter problems

The volt meter on my 2009 Ultra Classic jumps around after it warms up. Usually will bounce from 12 to 14.25 volts. I can run a separate volt meter off the battery and it runs fine. I replaced the battery because it was three years old. I have replaced the gauge, regulator, stator, and cleaned both frame grounds. Can not find any loose wires. I even took the oil cooler off to see it what over heating the regulator. It only bounces going down the road at 70 or so, acts right sitting still. I may need a sledge hammer. It wasn't charging high enough so I had the stator replaced at HD and now I have 14.25 volts on the road. Can anyone help.
