Signals won't work

Signals won't work
I have a '00 XLH1200 Sportster and 3 of the 4 turn signals illuminate when the engine is running or in accessory but the left rear signal only illuminates when you press the left blinker BUT the signal doesn’t blink (front or rear) so I tried the right turn signal and neither one blinks. Now the weird part, when I turn on the hazards ONLY the left rear light blinks. I replaced the turn signal module and that was a waste of money because it didn’t fix it. Any one have any trouble shooting ideas or have experienced the same issue?
