Angry Harley mini-bullet turn signals

I hope to get some help from the forum.

I just purchased a set of mini bullet turn signals for my dyna wide glide from ebay. Not reading the fine print I noticed that the item required a mounting kit and that they are intended for HDI models only. My question.... what exactly is HDI models, I'm thinking that it's for international models. If that's the case, can I use them in the US, are there any laws forbidding the use of these turn signals. As for the mounting kit, I'm out of luck, I should have payed closer attention to the fine print. Anyways.... does any one have any experience installing these lights?????

Some pics of them and the mounting stems might help.

I just looked at them tonight at the dealer. The kit is like a hundred, it comes with a harness and such stuff. I would have bought it but the lights are only 3v LED's not 12v.
