Default Nothing When Ignition Switch is On

Here is the problem I am having with my 2017 RGS. I changed out the head gaskets, I was not in a rush and this took several months. When I disconnected the battery I did so according to the manual, turned on the ignition with the fob close and pulled the main fuse and then removed the ground cable. When I reconnected I did the reverse, attached the ground cable, turned on the ignition, and replaced the fuse with the fob within range. Replaced battery and it is charged. Replaced the batteries in the fob. No dash lights or other lights, but if I connect the maintainer the dash lights will flash and the cooling relay clicks intermittently. I disconnected the security antenna to see if it is getting power and the hot side was hot and so was the ground side. The main question I have, is my BCM toast. Any help appreciated.

I know you said the battery is charged, but how old is the battery? Have you checked the voltage?

I was thinking the same thing, the battery may be dead, the tender does not put out enough to hold the cooling relay contacts closed.

But first do the easy cheap thing, swap the relays, replace the cooling fuse, and see what happens.

When I said replaced, it was with a new battery. The battery in the bike was four years old, so I figured it was time although it probably had some life left.

Okay, did you check the voltage?

Try pulling the main fuse, and read voltage on the battery side of the connector.

With ignition switch on (main fuse installed), read voltage at the battery tender connector.

Sounds like you may be missing a ground if it isn't the battery is good.

I'm at work right now, I will do this when I get home. Is there anything in particular that I am looking for?

I bought a new voltage meter, battery is putting out 13.06 volts. The hot side of the main fuse is putting out 13.06 volts. The hot side of the battery tender connector is putting out 13.06 volts going to ground, but if the ground side of the connector is used for ground it is only 3.26 volts, key on or key off.
