Default Battery issue? Or something else?

2007 Ultra Classic, it is my primary mode of transportation. Rode it a couple hours prior to this issue. Turned the ignition on, hit the start switch, and everything went out...Lights, dash, everything. Checked the battery, was reading 5.5 VDC. Charged the battery and it worked until it sat for a couple hours. Now it gets to where I'm lost. With the battery hooked up, all fuses pulled, 3.8VDC. Turn the ignition on, 0.00 VDC with all fuses pulled. Ignition off, fuses in, 3.8 VDC. Again, ignition on, 0.00 VDC. Disconnect the battery, still in bike, 12.9 VDC. Hook up and goes back to 3.8 VDC. Is this the battery? Or what else could cause a battery to do this?

I would take the battery and have it load tested.

Battery was tested, comes back as a good battery.

Default Problem found.

Update. Got the battery back, it tested good. Put the battery back in, hit start twice with no issues. Third attempt, started clicked, everything shut off. Checked voltages, 0.00 VDC. Turned ignition off, voltage at 3.8 VDC. Checked connector on positive terminal, no issues. Moved down to starter, removed boot on positive cable and power came back on. Checked torque on bolt, tight. Manipulation of cable would not cause failure. Pulled cable off and checked it, ohms at 0.1 ohms. Megger tested cable @ 1,000 volts, 0.0 ohms. Twisted and moved cable while megger testing, still unable to cause a failure. Changed around configuration of wires as they landed on starter post so starter cable is first on. 20 or so cycles of start and restart with no further issues. Still going to replace the cable so I don't void my 4 month old All ***** starter warranty.
