So I have searched and the issues I have found are usually the brake light stays lit and it's due to faulty switches. The bike I'm working on for a friend is different. The brake light lights for the running portion of it but does not brighten when either the brake lever or brake pedal are depressed.
No relay to find, it doesn't exist. Follow the wire back to the molex plug under the seat. Look for a break in the wire. Usually around where the swingarm meets the frame.
What year & model bike are you working on? 2009 touring wiring diagram seems to show a brake relay. Usually the relays are located in the fuse panel. The relays are usually interchangeable so you can just try swapping a relay to see if that's you problem.

I had rear brake switch on '09 Nightrain melt out next to exhaust. Could both switches gone bad?

2012 Road King. brake light is lit as running light. Just doesn't brighten when brakes are engaged. A bad switch would have it bright as if the brakes were engaged wouldn't it? I haven't seen a brake relay for 2009 and newer.
Dumb question, are you sure it's not the brake light lit and not the running light?
It won't get brighter.
Yes I'm sure. It is dimly lit like normal and won't get brighter. I have bench tested both the stock light and the CD light and can get both of them to brighten as it should function so it's not the lights. When on the bike it is not bright like when the switch is bad or stuck. The rear brake switch is not burned out as others have posted. The front brake switch is intact.
I'll be working on it again today and will report any findings.
